UK Office of Fair Trading Market Study on PSI

The UK Office of Fair Trading (OFT) published its report on the market study on the Commercial use of Public Information (CUPI).
The report is made up of a number of sections and are accessible from the CUPI Market study web page.

The commercial use of public information (CUPI) (OFT861 - 183 pages)

Annexe A

Survey of public sector Information holders (OFT861a - 63 pages)

402 public sector information holders were invited to complete the survey questionnaire that covered the financial year 2004-05. 40% of the PSIH's completed and returned the questionnaire. Annex A reviews the survey and the methodology.

Annexe B

Survey of businesses that use public sector information (OFT861b - 85 pages)

1741 businesses were sent an advisory letter of which 517 agreed to take part in the survey of which 289 completed nd returned the questionnaire. Annex B reviews the survey and the methodology.

Annexe C

UK Case studies (OFT861c - 69 pages)

Annex C contains case studies for - Companies House, Ordnance Survey, Met Office, UK Hydrographic Office, HM Courts Service, British Geological Survey. Annex C describes the case study methodology and an analysis of the case studies.

Annexe D

Environment Agency case study (OFT861d - 21 pages)

Annex D contains one case study that of the Environment Agency

Annexe E

Local Authorities and NHS Bodies (OFT861e - 45 pages)

Annex E contains an analysis of 4 interviews with Local Authorities and six interviews with National Health Services bodies.

Annexe F

International Case Studies (OFT861f - 50 pages)

Australia, Sweden and the United States were chosen for the case studies. Within each country an study was made of the National Meteorological Offices, Company Registers and the National Mapping Agency. Annex F contains an analysis of the case studies and describes the methodology.

Economic value and detriment analysis (OFT861g - 84 pages)

Annex G contains an economic assessment of the value of public sector information in thee UK.

The legal framework (OFT861h - 82 pages)

Annex H reviews the principle legislation and guidance that governs public sector information and its re-use.

Annexe I

Background to cost allocation (OFT861i - 15 pages)

Annexe I reviews public sector accounting systems including transparency.
