Delivering Better Regulation for Europe’s citizens and businesses?

Brussels: September 2008

The materials (programme, presentations, reports and videos) presented at the High-Level Colloquium that was held in Brussels on the 10 and 11 September 2008 have been published. The meeting titled: Delivering Better Regulation for Europe’s citizens and businesses? - Taking stock of the EU’s Better Regulation Strategy, considered three key topics:

  • Setting the better regulation agenda
  • The better regulation toolbox
  • Better regulation governance

Wim Voermans, Professor of Public Law, Leiden University paper titled: The sound of silence; ‘silent losses’ in the implementation, application and enforcement of community legislation, considers three threats:

  • The lack of the right information
  • The domination of policy making
  • The lack of an effective feedback culture.

The above mentioned threats are well worth a read in the context of:

  • The review of the PSI Re-use Directive 2003/98/EC and the methodology taken by the European Commission and Member States;
  • The role and methodology of the ePSIplus Thematic Network;
  • The role pf pan European Associations
  • The role of public sector information stakeholders.
